When an User Folder (by way of its property sheet) is made non-billable,
ALL icons it contains will automatically be made non-billable. This cannot be
changed at the Icon level using the icon property sheet. All icons added to this User Folder will also be non-billable.
However when a User Folder is set as Billable, Icons can be either Billable or Non-Billable. Each Icon can have its Billable status changed by right clicking on the icon and choosing properties from the drop down menu.
